Leyla Keser is a lecturer and dean of law faculty for Istanbul Bilgi University who has worked in IT Law since 1998. Her focus areas include rights-based AI systems, human rights democracy and the rule of law, children and AI relationships, impact assessments, and AI governance.In 2004, Leyla established the IT Law Research Center, working with relevant governmental institutions on digital transformation, e-government, and information society projects. She also established the IT Law Institute at Bilgi University in 2010. Leyla represents the institute at the Network of Centers, which is a global academic initiative under the roof of the Berkman Klein Center at Harvard University. She also represents Turkey at the Council of Europe Committee on AI. Leyla has authored books, articles, and reports on different areas of IT Law such as computer forensics, e-signatures, certified email, digital identity, trust service providers, e-money, online payment services, e-government, e-commerce, multistakeholder internet governance, biometric methods, e-invoicing, digital rights management, e-health records, digital companies, online behavioral advertising, cybersecurity, child privacy, online child sexual abuse and exploitation, open banking, AI, data protection, and privacy. She is a former fellow of the Berkman Klein Center for the 2015 Cohort.A true dog lover, Leyla still believes that their sensors outperform those in humans and AI. She also enjoys singing in her spare time.
